SharePoint allows you to drag files from your desktop to a SharePoint folder but has very specific rules for Dragging & Dropping between SharePoint folders
Note - You will need editorial rights to the SharePoint which you want to add files to. This will not work if you have Read Only rights
Dragging from File Explorer
You are able to drag any file from your own laptop to any SharePoint folder anywhere via the File Explorer
Dragging files or folders within the same Document Library
A Document Library is a logical separation of files & folders within a SharePoint Site. For example, Pre-development, Live Sites, Closed Sites would be different Document Libraries
Within the same Document Library you are able to move anything to anywhere via Drag & Drop. For example, I can move this Word file 'Up' a level to Example-Folder-Parent by clicking & holding this file then hovering over the desired folder. You can see the available places to move this via the Outlines
Dragging a file to a different Document Library
Due to the limitation of SharePoint you cannot Drag & Drop a file in this manner. Using the NW SharePoint as an example, you are unable to drag a file or folder from Live Sites to Closed Sites. The workaround for this is to highlight the file and use the 'Move To' feature to then tell SharePoint exactly where you want the file to go
Note - You can select several files to move at a time by having them all ticked to the left of their name
This is also applicable to moving a file or folder between SharePoint Sites. For example, if you needed to move something over to the NE SharePoint from the NW. You would need to first have editorial access to both sites and use the Move To feature as Drag & Drop won't work
